Each of these is a finding with a Find action behind it, naming the exact records involved.

  • Copilot licences never used

    Seats assigned and never prompted once. Candidates for enablement now or reclaim at renewal.

  • Light users on full licences

    People using email only while paying for the full suite. Downgrade candidates, listed by name.

  • Teams non-adopters

    The people behind the 78%, named for targeted enablement rather than another all-staff email.

Questions we get about productivity

How is a user counted as active?
A real action in the service within the last 30 days: a sent email, a Teams message or meeting, a file opened or edited, a Copilot prompt issued. Holding a licence does not count as using it.
Does this include service accounts?
No. Service and shared accounts are excluded so the percentages describe people. Including them either flatters email adoption or drags everything else down, and both distort the decision.
How do we lift Copilot adoption?
Start with the 16 people who tried it and stopped: they had a reason. We run targeted enablement on real workflows, then reclaim the seats that still sit idle at renewal instead of renewing them out of habit.
